MIG welding wire feeder is not working, why?

I just bought this mig-hand and I found the power cord not and will not start winding. Seeking all connections are good, is 220 volts 110 amps, and I have put in place for welding flux cored wire. Does anyone can understand why this is not on, although I adjusted the cable tension in different scenarios? This is a double Mig Chicago electric welder, 220 volt 110 amps. I bought this hand with a power seller 100% positive feedback on eBay. I'll have to see this again this morning before deciding to change for a full refund.

the engine could be bad, but the problem is food tensioner too tight? This will put too much pressure and because the motor Test by putting a thread? through the feeders! keep open the tensioner, if the engine is running so you know where to look! the other may have gears broken, so the engine over tighten the tensioner, which will need replacement ….. you did not mention the brand name?
